Ouida Louise Burns Baxley

Ouida Louise Burns Baxley, 83 of Havana, Florida, peacefully passed away Friday, October 16, 2026, with her family by her side.
She was born December 6, 1942, in Jackson County, Florida to the late Johnny and Louise Young Burns. At a young age, Ouida relocated to the Tallahassee, Florida area, where she would later meet and marry Ronald F. Baxley. Ouida worked the majority of her life in retail, women’s clothing and accessories. She began her career at The Vogue clothing boutique in the downtown area of Tallahassee. This eventually led to her long employment at Gayfers in the Tallahassee Mall. During this tenure, she made many friends. Her charm and demeanor were examples to all she encountered. She and her husband were faithful members of Chapel Hill Baptist Church in Tallahassee, Florida, pastored by Juan Ocampo.
She was a devoted wife, mother and grandmother. A lady possessing more talents than can be described, Ouida was known by her family and friends to be an exceptional cook and baker, a talent that resulted in making memorable cakes for an abundant number of birthdays and weddings throughout her life. She was known to always find a reason for a good laugh, had an infectious smile, and a work ethic that was second to none.
She is survived by her husband, Ronald Baxley, children, Rhonda Penney (Michael), Bryan Baxley (Kim), grandchildren, Andrew Penney, Madeline Penney, Morgan Baxley and Lily Kate Baxley.
